Program Description: The Bowen Center for Public Affairs at Ball State University advances the ideals of civic literacy, community involvement, and public service exemplified by the career of Dr. Otis R. Bowen. The Center has three key components: 1) The Bowen Institute for Political Participation, an intensive two-day seminar that seeks to sharpen citizens' skills and deepen their understanding of politics and political participation; 2) The Institute for Public Service, which provides opportunities for the professionalization of Indiana state, county and local officeholders and administrators through targeted training and certification programs; and 3) The Bureau of Policy Research, which conducts university-based, non-partisan research to help indentify current needs and respond to the research requirements of state leaders.
