Program Description: The William Donald Schaefer Center for Public Policy was established in 1985 at the University of Baltimore in recognition of the then mayor, now Governor, William Donald Schaefer's outstanding leadership and dedicated service to Baltimore City and the State of Maryland. The Center's mission is to serve the public, not-for-profit, governmental sectors by engaging in research on public policy issues, conducting management training programs, and organizing conferences on topics of interest to public officials and the citizens of the Baltimore Metropolitan area. The philosophy behind the Center is to combine scholarly research and quality teaching with effective public service. In all its endeavors, the emphasis of the Schaefer Center is on applying the knowledge and skills of the University community to real-world problems and to producing tangible, usable results.
